An Agent Provocateur (Fr. n. provocative agent) is a specialist in infiltration and an expert in the strategic inciting of violence for an ends to a means.  Typically an agent provocateur is employed by law enforcement agencies to infiltrate political extremist groups and to provoke them into committing illegal actions.  They are trained to incite violence to provoke a response from the authorities, this response will then in effect serve to disrupt the group.

The agent provocateur is a secret weapon and is often used in conjunction with false flag operations and other deceptions that the government utilise to gain the upper hand in any given situation.  Agent provocateurs are very hard to detect once deployed in the field, as they blend in perfectly with the group and indulge in the same activities.

They are not classed as spies though, as spies usually gather intelligence and report back  to the base, whilst the agent provocateur provokes a response from  the base.  The response will always be a violent one too, destined to smash the groups infrastructure and render it as inoperable as possible.

An agent provocateur will generally be an undercover police officer, an FBI or CIA special agent or military elite special forces and authorized covert personnel.  They will infiltrate a specific group of extremists, such as but not limited to: protesters, workforce strikers, football hooligans, right wing political organizations or even terrorist cells.  When they are successfully installed, they then presume to incite criminal actions with their suspects.

Evidence can then be obtained first hand or a crime can be encouraged with entrapment to get the suspect to incriminate himself and eventually be convicted of the crime.  It is all cleverly carried out by the agent provocateur, all in the best interests of the authorities who sent him in.

Political opponents in government campaigns can also be on the receiving end of an agent provocateurs covert operation, usually to get them to invalidate themselves.  They would invalidate or distain themselves in some manner that the agent provocateur instigates with them. An agent provocateur is definitely consigned to the dirty tricks department and is very ungentlemanly and underhand in all that he does...expressly and specifically stitching someone up for the final back stab.

Agent provocateurs are therefore excellent for abrogation, extirpation, subversion, disruption and the close inspection of the enemy at hand.  The use of an agent provocateur does have a lot of ethical issues associated with it though, due to the obvious underhand tactics that are often illegally employed.

The agent provocateur is obliged to get involved in heavy duty criminal activities...to a certain degree.  This may involve him infiltrating a group of protesters for example and then to throw bricks, bottles and other missiles at the police to incite them to attack the protesters.  The agent provocateur could be deemed by law to have committed common assault even though it was technically his job  to do so.

Attacking or sticking the boot in  on a police officer is a serious crime whichever way you look at it, especially from the police officers point of view!  The agent provocateur may be so deeply undercover though, as even the front line police officers are unaware of his presence.

Entrapment is a legal concept that the suspect who is setup by the agent provocateur could use for legal leverage in a court of law to get off with the charges. So it is imperative that the agent provocateur persuades the target to commit the crimes with as much guile and as little encouragement as possible.

An agent provocateur is therefore a highly trained individual and truly quite an expert in his field of operations.  He must have an acute understanding of human psychology and to be able to play  the group or individual with his charms and persuasion.

EXAMPLES OF PROVOKED RESPONCE

The Soviet State Political Directorate OGPU utilized agent provocateurs in the Trust Operation during 1921-1926 when they set up a bogus anti Bolshevik underground movement called the Monarchist Union of Central Russia.

The agent provocateurs mission was to coerce two spies; Boris Savinkov and ace of spies  Sidney Reilly into the heart of Bolshevik Russia with a view to overthrow Lenin.  They indeed went to Russia, Boris first and some time later Reilly, they were both captured and were consequently executed.

Ace of Spies: Sydney George Reilly 1874 - 1925

Sydney George Reilly lead such an interesting life as a spy, that it is worth mentioning a little more about him here...

Reilly was not an agent provocateur as such, his time was spent as a spy in deep undercover work, gathering intelligence and duping the enemy.  Amongst Reilly's exploits, were to disguise himself as a Russian arms merchant during the Second Boer War, this so that he could spy on Dutch arms trafficking to the Boers.  This information helped to build a better picture of their strengths and capabilities.

"Reilly was dropped by plane many times behind the German lines, sometimes in Belgium, sometimes in Germany, sometimes disguised as a peasant, sometimes as a German officer or soldier.  When he usually carried forged papers to indicate he had been wounded and was on sick-leave from the front. In this way he was able to move throughout Germany with complete freedom."

In the so called D'Arcy Affair, Reilly procured important Persian oil concessions for the British Admiralty.  Without Reilly's influences this would not have come about and much needed oil for Britain's war effort would have been lost.

Reilly once made himself out to be  large timber company owner to gather intelligence about the Russian military presence in Port Arthur, Manchuria.  During this time Reilly was working with the notorious and exceedingly dangerous Japanese secret police...the Kempeitai.  The Japanese were actually one of Britain's allies at that time and Reilly helped them by supplying shipping information about Russian ship movements.

Reilly also casually gained valuable intelligence about the Krupp steel factories movements within the arms trade in Germany during WWI.  During this time he also seduced the wife of a Russian minister to gather intelligence about German arms deals with Russia.

One of Reilly's most famous exploits was when he apparently disguised himself as a high ranking German officer and actually attended a meeting with high ranking German officers at the German high command offices in Berlin, during WWI.

Reilly also is accredited to saving the lives of several British diplomats in Brazil and of course Reilly's last exploit was the failed attempt to engineer the downfall of Lenin and the Bolshevik government in Russia in 1925.

PPROVOCATEURS IN THE USA

The USA utilised the COINTELPRO or Counter-Intelligence-Program whereas FBI agents acted as agent provocateurs to infiltrate, subvert and disrupt the entire infrastructures of such political groups as the Ku Klux Klan and the Black Panther movement.  These two groups have within their ranks some very unstable and dangerous individuals, so it should be appreciated that an agent provocateurs life is quite a dangerous one.

The greatest fear of any agent provocateur or undercover agent is that of being discovered for who they really are, so nerves of steel and a super calm and cool aptitude would be needed by the agent.

Infiltrated groups such as the KKK did encounter a lot of disruption and arrests as a result of the agent provocateurs actions but their main core still operated.  However they were weakened by so many arrests and also by the amount of information that the agent provocateurs had amassed about them that they never operated to full capacity again.

During the 2004 protests against the National Convention, several New York City police officers were suspected of joining the ranks to disrupt the protests.

During the 2008 Democratic National Convention rally in Denver, USA, several agent provocateurs were used to incite violence against to police to get the violent response that was needed to break up the silent protest.  As a result several of these agent provocateurs got injured along with the protesters.  I don't think that anyone told them the job was going to be easy!

AGENT PROVOCATEURS UK

One of the most violent Neo-Nazi groups in the UK is Combat 18, a forerunner of The National Front.  The members of this club are generally bovver  booted skinheads, who vow blood and honor amongst themselves.  They are all racists and support the ideology of Adolf Hitler and the Third Reich, they all practise the Nazi salute and shout sieg heil.

Although there is no evidence to suggest that any agent provocateurs have ever infiltrated this group, it can be assumed that they have at some time past.  An agent provocateur would have to live in  with a group such as Combat 18 and it may take months to gain their trust before dealing the deadly blow.

Combat 18 have now actually grown in number and they have headquarters in lots of European countries.  However, their downfall is always being envisioned by the authorities just as Hitlers was in 1945.  It can also be assumed that hate groups like this, bring attention to agent provocateurs, who relish the challenge required to bring down any of these groups.

MOTORCYCLE GANGS

Motorcycle gangs such as the Hells Angels, Mongols, Vagos, Pagans, Black Pistons, Warlocks, Outlaws, Devils Diciples and Bandidos, basically use their motorcycle riding organizations as conduits for criminal enterprise.  Many of them have already been successfully infiltrated by FBI undercover agents in the past and they instigated several arrests of many of their members.

NOTE:

Even though these bikers call their organizations motorcycle clubs  as attributed by the letters MC  next to their names, I have used the term gang  instead, as these notorious and infamous motorcycle outfits are most certainly gangs.  They indulge in gang warfare in which they have killed rivals, they are into all manner of vice and criminal activity and nobody can just go and join them as would be possible if they were indeed an affiliated club.

Most arrests were concerning using explosives, illegal arms trading and murder of course other crimes such as theft, grand theft, robbery, drug trafficking, assault, arson, kidnapping, fraud, money laundering, extortion, racketeering, intimidation, prostitution, insurance fraud, police corruption, carrying offensive weapons and shoplifting were also taken into consideration.  The Undercover FBI agents were both spy and agent provocateur, during their assignments within these bike gangs.

In a recent documentary rerun, the FBI explained how they infiltrated a bike gang and supplied arms, ammunition, explosives and drugs to them.  Later when enough evidence had been collated on the bike gangs criminal activities, the agent provocateurs made a swoop and arrested several of the main players...it was a classic agent provocateur setup.

The gangs only ever hurt other rival gang members, either personally or in business, so as far as the agent provocateurs were concerned...it was ok.  It was just deemed as a reduction of a few of their number off the streets, however the agents came very close to impeaching entrapment laws that could have dissolved their case.

NOTE:

As a motorcycle rider myself, I may have considered joining the Hells Angels.  There are three phases of getting affiliated into the gang.  First as a hang-around, (literally hanging around and tagging along) then as a prospect, (a slave...under any  full members orders) then as a full member...

...except that I don't like taking orders or being told what to do, where to go and when to do it.  So therefore, my idea of riding free 'n' easy does not equate with the same ideology as these guys!

Anyway, good luck to em, to these guys as to any other bikers I say...ride safe and do your lifesavers at those junctions.

THE GREAT MINERS STRIKE

The great miners strike started in 1984 when British prime minister Margaret Thatcher announced the closure of Cortonwood Colliery in Yorkshire.  This was the first pit to be closed and a further 20 pits soon followed, 20,000 jobs were lost along with the pits.

The National Union of Mineworkers, the NUM, lead by Arthur Scargill called out a general strike in response to the pit closures.  As a result 165,000 miners came out on strike and they remained on the picket lines for an entire year, the government coldly and unsympathetically refused to budge from their draconian measures.

The NUM were supported by thousands of supporters worldwide, in particular from other miners from mines around the world.  In the many mining communities in the UK the wives and families gave the strike impetus by joining the picket lines and they even set up soup kitchens for those in the lines.

Margaret Thatcher responded by deploying more and more police to contain the strikers.  Her government refused to back down and coal was bought from the Rothschild's in France, the miners finally accepted defeat and voted to return to work after 51 weeks on the picket lines.

During the strike the police sent several agent provocateurs into the picket lines, these agent provocateurs started to agitate and abuse the police, giving them the excuse to charge the picket lines, cause disruption and make arrests.

However, the miners knew each other quite well and the several agent provocateurs stood out from the crowd, so they were all asked for their miners union cards by the miners who surrounded them.

The agent provocateurs were quite dumbfounded at these requests, as not only did they have no union cards but they also had no answers to the miners questions either.  The police were clever enough to have had these men infiltrate the picket lines but were not clever enough to have equipped them with believable identities...hence they were sussed out  relatively quickly.

Luckily for them, the miners were not a violent band of vagabonds, just hard working men out on strike for a fair wage...so they forcibly pushed the agent provocateurs out of their ranks and shouted over to the police something like " Hey cops! here's your blokes...you'd better come and get em back "

THE FUTURE OF COVERT AGGITATION

The agent provocateur is still a useful tool and can be quite a lethal package if they handle themselves properly to cause maximum disruption to whatever organization they choose to infiltrate.  Being hard to detect if they carry any proper ID, they are the true urban undercover guerrillas and are probably responsible for the disbursement, disruption and destruction of more organizations and right wing groups than they are prepared to admit.

The eternal agent provocateur will probably never fade away as there will always be a place for them to do their dirty deeds, as long as there exists protesters, political organizations and problem groups.  We can therefore assess that any authority that utilizes agent provocateurs, wants to bring it on in their own way, with their own rules, for any decisive victory at whatever cost.

Here at Vince's Worthwhile Website I would highly recommend that the disgruntled masses never riot or violently protest in any way.  That you should never attack the authorities but always keep your protest march orderly, quiet and respectful.  People who get injured or killed during protests and demonstrations, be they protesters and demonstrators, police or even civilians caught up in it, do so needlessly.

Always be on the alert for the agent provocateur as well, if you are  on a protest then question that man or women who instigates attacks on the police.  If you are unhappy with them, then point them out and repeatedly denounce them with a loud and clear voice: " An agent provocateur...An agent provocateur ! "  This should indicate that their cover is blown and they will run back to their buddies in the rank and file of the police line.

The agent provocateur is an ace up the sleeve of the police if he is successful and an ace up the sleeve of the protesters if he is not!

Do not attack the agent provocateur once he is identified, he will be hurt enough having failed his assignment.  With all demonstrations and protests in mind, keep them peaceful, keep them quiet, keep them calm.  Peaceful protests receive peaceful solutions.
